I. OPEN BORDERS AND FREEDOM OF MOVEMENT
Article 1 (Subject matter) This Act regulates the Republic of North Sarajevo's open-border regime toward Bosnia and Herzegovina and freedom of movement across every administratively described boundary of the Republic.
Article 2 (Openness) Every border of the Republic toward Bosnia and Herzegovina is permanently open to the movement of persons, goods, services and traffic in accordance with the applicable law of Bosnia and Herzegovina.
Article 3 (No border crossings) The Republic establishes no border crossings, checkpoints, customs service, immigration control, visa regime or physical barriers on public roads, streets and passages.
Article 4 (No special document) Crossing an administratively described boundary of the Republic requires no special Republic document, permit, registration or fee.
II. JURISDICTION AND FINAL PROVISIONS
Article 5 (Relationship with applicable law) The open-border regime under this Act does not alter police, customs, traffic, security or other competences determined by the applicable law of Bosnia and Herzegovina.
Article 6 (Private events and premises) With the lawful consent of an owner or occupier, an event organiser may regulate access to a private event or premises. Such access control is not border control and may not obstruct public passage.
Article 7 (Non-discrimination) No person may be disadvantaged in internal proceedings for entering from Bosnia and Herzegovina, leaving toward it or using the open border.
Article 8 (Promulgation and entry into force) The Act was promulgated and signed by President of the Republic Din Arijan Dodik. It enters into force on publication.
